Phase II of the I-94 Modernization project focused on the reconstruction of Burns Avenue bridge over I-94 in Detroit. Value Engineering played a crucial role as a small business enterprise contractor under MDOT's Metro Region. VE provided Construction Engineering and Inspection CE&I services, documenting field conditions, activities, and progress, ensuring compliance with MDOT standards, plans, and specifications. This was completed in 2021.
Scope of Work: VE's scope included inspection services, quality assurance testing, measurement, reporting, documentation, and quantity payment computations. The project encompassed the reconstruction of Burns Avenue bridge, road approaches, and service drives, alongside drainage modifications, traffic signal upgrades, freeway and non-freeway signing improvements, utility coordination, and safety enhancements.
Project Context: Burns Avenue bridge spans over I-94 between I-96 and Conner Avenue, situated amidst residential areas and near commercial corridors along Harper and Gratiot Avenues. The project area includes various community landmarks and infrastructure. VE Scope of Work: VE served as a Prime Consultant, collaborating closely with MDOT and the Owner’s Representative Consultant (ORC). VE's responsibilities encompassed developing Maintenance of Traffic (MOT) plans, including a Transportation Management Plan (TMP), MOT Special Provision (MOTSP), and staging plans. VE managed MOT design for service drives, crossroads, side streets, and freeway ramps from Burns Ave. to Conner St., excluding Conner St.
Deliverables:
Base Plan Submittal: Prepared Base Plans, reviewed Base Plans, provided preliminary cost estimates, RID documents, and miscellaneous quantities.
Preliminary Plan Submittal: Developed Preliminary Plans, reviewed Preliminary Plans, finalized cost estimates, RID documents, and miscellaneous quantities.
Final Plan Coordination (FPC) Submittal: Prepared Final Plans and Specifications, Project Quantity Spreadsheet (PQS), RID documents, and miscellaneous quantities for OEC Submittal.
Other Deliverables: Plan Turn-In, preliminary and final drainage reports, resolved utility issues, utility conflict matrix, reimbursable utility relocation documentation, and regular Over-The-Shoulder Review Submittals.
