I-94 Modernization: Phase III Burn to Barrett: Design
The Phase III segment of the I-94 Modernization Project in Detroit, Michigan spans 1.9 miles from Burns Rd. to Barrett Rd. This project involves the reconstruction of an eight-lane mainline freeway, including merging lanes and weaving areas between ramp entrances and exits. It encompasses the final design, plans, specifications, quantities, and cost estimates for the reconstruction of multi-lane local streets, east/west service drives, north/south local roadways, bridge approaches, and non-motorized trails such as the Iron Belle Trail crossing. Key interchanges include I-94/Gratiot Ave. (M-3) and Conner Ave interchange. Scope of Work: Value Engineering LLC (VE), as the Prime Consultant represented by the Owner’s Representative Consultant (ORC), is responsible for developing and maintaining traffic plans, specifications, and engineering cost estimates. VE’s scope includes all service drives, crossroads, and freeway ramps from Burns Ave. to Conner St. (excluding Conner St.), and connected side streets. This involves:
Developing Maintenance of Traffic (MOT) plans, including a Transportation Management Plan (TMP), Maintenance of Traffic Special Provision (MOTSP), and staging plans.
Designing MOT staging sheets, detour sheets, MOT typical cross-sections, and pedestrian detour sheets.
Providing content for the TMP led by the WSP team and participating in TMP reviews.
Coordinating with the ORC and designated consultants for project deliverables.
Calculating quantities, developing engineering cost estimates, and compiling Reference Information Documents (RID) for milestone submittals.
Conducting field visits and incorporating feedback from reviews into updated plans.
Participating in coordination with local/regional municipalities and agencies, including the City of Detroit, and supporting public engagement meetings.
Attending bi-weekly meetings with the ORC and MDOT to ensure schedule adherence.
