US-31 Traverse City Design


​Located at US-31 and 3-Mile Rd in East Bay Township, Grand Traverse County, this project involves the reconstruction of the US 31/3-Mile Rd intersection covering a distance of 0.42 miles. The project includes widening the roadway to accommodate a new lane and constructing a second left-turn lane from WB US-31 onto SB 3 Mile Rd.

Additionally, this project entails access management, signal improvements, and the construction of a new approach to relocate the Traverse City State Park Beach driveway to align with 3-Mile Rd. The 3 Mile Rd approach will be cold-milled and resurfaced to match existing conditions. Value Engineering served as a sub-consultant for this project, responsible for preparing the Transportation Management Plan and Non-Freeway Permanent Signing design. Coordination with the prime consultant and other designated sub-consultants was integral to delivering project requirements.

VE Scope of Work:
Value Engineering (VE) acted as a sub-consultant. VE’s responsibilities included developing the Transportation Management Plan and Non-Freeway Permanent Signing design. VE coordinated closely with the prime consultant and other sub-consultants throughout the design process, ensuring alignment with project deliverables and participating in bi-weekly coordination meetings with consultants as required.

Project Plan Development:
Base Plan Submittal: Internal work planning and quality planning. Base Plans included:
  • Permanent signing concept quantities and cost estimate.
  • CO3 Analysis.
  • Intersection traffic analysis.

Preliminary Plan Submittal and FPC Submittal: Prepared Draft (Preliminary Plans) and Final (FPC Plans) Transportation Management Plan (TMP), along with permanent signing plans for road approaches, parking areas, and driveways. Preliminary and FPC submittals included:
  • Draft and Final TMP with exhibits, CO3 analysis, and crash analysis as needed.
  • Permanent signing plan sheets.
  • Special sign design and details.
  • PQS files with quantities and cost estimate for permanent sign design.

Final Plan Submittal: In addition to the above items (updated), this submittal included:
  • Final deliverables and quantity books.
  • MiSign updates.
  • Milestone comment matrices.
